Power to the People

Those folks in the little tiny states up on the top right corner of the map have my sympathy.  I think it was Rita, about 5 years ago, not a huge hurricane, but I was without electricity for two and a half months. The average temperature was about 93 degrees F, and people were literally dying from heatstroke.  Cold  - grab a blanket.  Hot - no recourse.  And then I got a bill for 150 dollars from the light company rfor the period when I was sans power....

Are they kidding? How does it supposed to happen? They should be honest with the bills, money is not easy to find nowadays.
